Ms. Lockett provides counsel regarding compliance with federal and state statutes and regulations affecting elementary and secondary schools, governmental entities, and nonprofit organizations. Ms. Lockett also oversees the SCSC’s legal team and the charter application and operational monitoring processes.

Ms. Lockett joined the SCSC staff in November 2019.  Prior to assuming the role of SCSC General Counsel, Ms. Lockett served as an attorney and subject-matter expert with the U.S. Department of Education, Office for Civil Rights, where she supervised compliance investigations, negotiated resolution agreements, and provided technical assistance.   Prior to working for the U.S. Department of Education, Ms. Lockett served as in-house counsel for DeKalb County School District, where she represented the District in a variety of matters.  She has additional experience litigating employment and education law matters in private practice.

Ms. Lockett received her bachelor's degree from Spelman College and law degree from the University of Georgia.
