Annual Evaluations

Each state charter school undergoes annual performance evaluations to track progress toward renewal.

Comprehensive Performance Framework

The Comprehensive Performance Framework (CPF) is the SCSC’s official accountability tool. It evaluates each school’s performance annually in the following categories:

  • Academics
  • Finance
  • Operations

The CPF establishes clear expectations, guides best practices, tracks progress, and informs decisions throughout the charter term, including renewal and revocation.

School Performance Review

The School Performance Review process begins once CPF results are finalized. It notifies schools of their annual accountability standings and guides necessary improvements.

  • Schools that exceed or meet standards receive confirmation through their CPF report.
  • Schools that earn an "Approaches", “Varied or "Does Not Meet" designation in any CPF category must participate in a tiered performance review process to address identified deficiencies.

Charter Renewal

End-of-Term Comprehensive Performance Reviews

In the final year of a school’s charter term, it may apply for charter renewal. The renewal process is data-driven, meaning decisions are based on:

  • The school's performance record, as measured by the SCSC Comprehensive Performance Framework (CPF),  and 
  • Whether the school is fulfilling the SCSC mission of providing students with a better educational opportunity than they would otherwise receive in traditional district schools.

2024-25 Charter Renewal Process

State charter schools with charter terms expiring on June 30, 2025, must submit a renewal application to the SCSC during the 2024-2025 school year. Review the renewal process for FY25 in the link below.
