Annual Academic Performance
The Academic section of the Comprehensive Performance Framework (CPF) is the SCSC's primary tool for academic accountability. It annually evaluates state charter school performance across four achievement and growth measures and compares it against constructed comparison schools.
Achievement and Growth Measures
College and Career Readiness Performance Index (CCRPI)
Three of the four measures come directly from the College and Career Ready Performance Index, the statewide accountability tool released by the Georgia Department of Education:
- CCRPI Content Mastery
- CCRPI Progress
- CCRPI Grade Band Single Score.
Value-Added Model
The last measure is a Value-Added Model (VAM), a statistical measure calculated by an external research partner that compares students' actual test scores to predicted scores based on their prior-year performance and individual characteristics. Because the VAM accounts for individual student characteristics and the school's overall student body composition, it allows for fairer performance comparisons between state charter schools and traditional schools.
Construction of Comparison Schools
A comparison school is constructed for each state charter school as a weighted average of the traditional district schools that the charter schools' students would otherwise be zoned to attend (as indicated in the Student Record data collection).
Annual Academic Performance
To meet academic standards on the CPF, a state charter school must outperform its comparison school on any one of the four measures in each grade band it serves.
To complement the Academic section of the CPF report, the SCSC annually publishes the Academic Accountability Report and State Charter School Performance Report. Together, these reports provide the data and calculations behind the academic designations schools earn on the CPF.
Academic Accountability Report
The Academic Accountability Report provides an in-depth review of how state charters performed on each of the CPF academic accountability metrics (CCRPI, VAM, BTO) as well as historical performance trends.

State Charter School Performance Report
The State Charter School Performance Report, or Value-Added Impact Analysis, is compiled by SCSC partner research institutions to evaluate the performance of all state charter schools using the VAM.
Schools that do not meet academic standards will enter a Performance Review Process, which may include Academic Progress Monitoring.
