Local District Authorizer Evaluations
Georgia law requires all charter authorizers to undergo an annual evaluation adhering to the established set of principles and standards. An experienced, third-party provider must conduct the evaluation. As such, NACSA was selected to complete the initial 2025 local district authorizer evaluations. The evaluation for all charter authorizers is based on the standards outlined in the Evaluation Tool below.

2025 Evaluations
The 2025 initial evaluations of local district authorizers were based solely on data collected directly from districts. Starting next year, each evaluation will also include stakeholder feedback that may or may not impact overall quality ratings.
The 2025 initial evaluation ratings and rubrics are available below. Districts receiving an “NI” rating will receive training from The Office of Charter School Compliance based on the principles and standards and national best practices. Charter schools approved by districts earning an “NI” rating for two consecutive years may petition to transfer authorization to the State Charter Schools Commission.
Rating Criteria
- Needs Improvement (NI): earned a majority (8 or more) of NI ratings across all standards
- Adequate (AD): Earned any combination of ratings across standards except as designated for NI or EX
- Exemplary (EX): Earned a majority (8 or more) EX and no NI ratings across all standards
